Steam will not start or CS2 says "Steam is not running"

CS2 only works through Steam. If the Steam client will not start or the game "cannot see" it, start with these steps.

🔧 1. Fully restart Steam

• Open Task Manager and end all Steam and steamwebhelper processes.

• Start Steam again.

📌 2. Run as administrator

Right-click the Steam shortcut → Run as administrator. If this helps, the issue is folder permissions.

🖥️ 3. Clear the cache

• Close Steam.

• Delete the appcache folder inside your Steam folder — Steam recreates it.

• Start Steam.

🛡️ 4. Antivirus and firewall

• Add the Steam folder to your antivirus exclusions.

• Allow steam.exe through Windows Firewall.

🔄 5. Reinstall Steam without losing games

• Move the steamapps folder somewhere else so you do not re-download games.

• Uninstall Steam and install it again from the official site.

• Move steamapps back into the new Steam folder.

⚠️ If CS2 says "Steam is not running"

Launch the game from your Steam Library, not directly via a cs2.exe shortcut. Make sure Steam and the game run under the same Windows user.
